The Building Division is responsible for activities related to the construction, remodeling, and demolition of buildings and structures.
The City Clerk is the local official who administers democratic processes such as elections, access to city records, and all legislative actions ensuring transparency to the public.
The Willows City Council is composed of five council members elected to staggered four-year terms. There is an election each November of even numbered years.
As the professional administrator for the City of Willows, the City Manager is responsible for coordinating all day-to-day operations and administrations.
Under the umbrella of the Community Development Services Department there are three divisions, Parks & Public Works, Building, and Recreation.
Willows is committed to a robust and growing local economy. Our economic development work is currently focused on four areas: Basin Street Industrial Park, Downtown Willows, Manufacturing & Processing and North Humboldt Street.
Through professionalism, dedication, integrity and training, the Willows Fire Department works to safeguard the lives and property and to enhance the quality of life for the citizens of The City of Willows and Willows Rural Fire Protection District.
We provide books, magazines, videos, audiobooks, e-books, youth programs, literacy programs, computer access, wifi, interlibrary loan, and reference services for the communities of Willows, Bayliss, Elk Creek, Artois and Glenn.
The Department of Public Works is responsible for oversight of City functions.
The Planning Division provides pre-development assistance and processes applications for land use permits, development projects, subdivisions, and conducts environmental review consistent with the California Environmental Quality Act (CEQA).
The Recreation Department is here to provide, promote, and assist others in year-round recreational programs for all ages, which promotes a healthy community attitude.
