Mission

To support the City of Willows by providing professional, responsive, and equitable human resources services that attract, develop, and retain a highly qualified workforce. The Human Resources Department is committed to ensuring compliance with applicable laws and policies while fostering a positive and productive work environment in service to the community.

Services

The Human Resources Department is responsible for recruitment and selection, employee relations, benefits administration, and organizational support for all City departments. Services include:

        • Recruitment, testing, and hiring coordination
        • Employee onboarding and offboarding
        • Benefits administration (health, dental, vision, retirement)
        • Labor relations and contract administration
        • Employee relations and performance management support
        • Policy development and implementation
        • Classification and compensation administration
        • Risk management and workers’ compensation coordination
        • Training and professional development
        • Compliance with federal and state employment laws
        • Payroll coordination and personnel records management

Staff

Human Resources staffing includes the Finance Director, Finance & Human Resource Specialist, and contracted services that support specialized human resources functions, compliance requirements, and organizational needs.
