The Planning Commission is an advisory body to the Willows City Council, established under Chapter 2.35 of the Willows Municipal Code. The Commission reviews and makes recommendations on land use, zoning, and community development matters to help ensure the orderly growth and long-term sustainability of the City of Willows.

Purpose and Responsibilities

• • • Review development proposals such as land use applications, site plans, conditional use permits, variances, and subdivision maps to ensure they meet zoning requirements and align with the City’s General Plan.
    • Advise the City Council on zoning changes, General Plan updates, and development policies that guide the community’s future growth.
    • Hold public hearings to receive input from residents, property owners, and local stakeholders, ensuring that community voices are considered in planning decisions.
    • Oversee subdivisions and land divisions as the advisory agency under the California Subdivision Map Act.
    • Carry out additional duties assigned by the City Council or required by state law to promote the health, safety, and welfare of the community.

Membership and Authority

The Planning Commission is made up of five registered voters from the City of Willows. Members are appointed by the Mayor with City Council approval and serve overlapping four-year terms. Each year, the Commission elects a Chairperson and Vice-Chairperson from among its members. The Commission serves in an advisory capacity, providing recommendations to the City Council on planning and land use matters within its jurisdiction.

Meetings

The Planning Commission meets on the first Tuesday of each month at 6:00 p.m. in the Council Chambers at Willows City Hall. All meetings are open to the public and conducted in accordance with the Brown Act. Agendas and minutes are available on the City of Willows publicly accessible website.
