Cannabis Business Tax Measure

At the November 3, 2026, General Municipal Election, City of Willows voters will be asked to consider Measure K, a proposed Cannabis Business Tax Measure.

If approved by a majority of voters, Measure K would authorize the City of Willows to impose a general business tax on cannabis business activities conducted within the City. The measure authorizes the City Council to establish tax rates, not to exceed 10% of gross receipts from cannabis businesses. Revenue generated by the tax would be deposited into the City’s General Fund and may be used for any lawful governmental purpose. The measure is estimated to generate approximately $260,000 annually and would remain in effect until repealed by the voters or the City Council, as provided by law.

Official Ballot Question

Shall the City of Willows adopt a business tax on cannabis business activities of up to 10% of gross receipts, to fund unrestricted general revenue purposes such as police, fire, roads, and recreation; which is expected to generate approximately $260,000 annually and will be levied until repealed by the voters or City Council?
