Engineering Division

The Engineering Division provides professional engineering services to support the planning, design, construction, and maintenance of the City’s infrastructure. Engineering staff work to ensure that public and private development projects meet City standards and comply with applicable laws and regulations, while supporting safe, efficient, and sustainable infrastructure that serves residents, businesses, and visitors.


Engineering Division Services

The City of Willows utilizes contract engineering services to provide professional engineering support. Since 2008, the City has partnered with DCCM (formerly Coastland Civil Engineering) to serve as the City’s contract engineering firm.

DCCM provides a full range of municipal engineering services, including, but not limited to: development and improvement plan review, capital improvement project management, traffic engineering analysis, and infrastructure planning. Acting as the City’s engineering representative, the firm works closely with City staff, developers, contractors, and consultants to ensure projects comply with City standards and applicable regulations.

This contract arrangement allows the City to access specialized engineering expertise while maintaining efficient and cost-effective service delivery.

The Engineering Division is responsible for:

        • Review of development plans and improvement drawings
        • Administration of encroachment permits
        • Oversight of capital improvement projects
        • Right-of-way review and approvals
        • Infrastructure planning and coordination
        • Traffic studies 
        • Coordination with utility providers and outside agencies

Engineering staff work closely with developers, contractors, consultants, and other City departments to ensure projects are completed in accordance with approved plans and adopted standards.


Encroachment Permits

Work performed within the City’s public right-of-way — including utility installation, sidewalk improvements, driveway apron, alleyways, and streets — requires an encroachment permit.

Permit applications must include project plans and any required supporting documentation. All work must meet City engineering standards and specifications.


Development Review

Engineering staff review proposed subdivisions, commercial projects, and other developments to ensure:

  • Adequate street access and circulation
  • Proper drainage and stormwater management
  • Compliance with City design standards
  • Infrastructure capacity and service availability

Engineering approval is required prior to construction and final acceptance of public improvements.


Design & Construction Standards

The City of Willows Design & Construction Standards establish requirements for public infrastructure improvements. Applicants, contractors, and design professionals are encouraged to review these standards prior to submitting plans.
