Code Enforcement Division

The Code Enforcement Division is committed to maintaining a safe, clean, and healthy community. Code Enforcement works to ensure compliance with the Willows Municipal Code and other applicable regulations that protect public health, safety, and quality of life.

The Division emphasizes education, voluntary compliance, and collaboration with property owners, residents, and businesses to maintain neighborhood integrity and uphold community standards throughout the City.

Code Enforcement Services

Code Enforcement investigates and addresses potential violations of the Willows Municipal Code, including but not limited to:

    • Substandard or unsafe structures
    • Property maintenance violations
    • Zoning violations
    • Abandoned or inoperable vehicles
    • Overgrown vegetation and debris
    • Illegal dumping
    • Sign violations

Each case is reviewed individually, and staff work directly with property owners to achieve timely compliance.

Reporting a Code Concern

Residents and community members may report suspected code violations by submitting a Code Enforcement Complaint Form.

Complaints should include:

Anonymous complaints may be accepted; however, providing contact information can assist staff if additional details are needed.

Enforcement Process

The City’s goal is voluntary compliance whenever possible. The typical process includes:

      2. Investigation by Code Enforcement Staff
      3. Notice of Violation Issued (if applicable)
      4. Time Provided for Correction
      5. Follow-Up Inspection

Failure to correct violations may result in administrative citations, fines, abatement by City at cost to owner, or other legal remedies as provided by the Municipal Code.
