Planning Division

The Planning Division guides the orderly growth and development of the City of Willows. Staff work with residents, businesses, and developers to ensure that land use and development projects comply with the City’s General Plan, zoning regulations, and environmental laws.


Planning Division Services

The department processes a variety of land use applications and development proposals, including use permits, site plan reviews, design reviews, and temporary use permits. Staff review projects to ensure they meet city standards and contribute positively to the community.


Zoning and Land Use

Planning staff administer the City’s zoning code and provide information about allowable uses, development standards, and zoning requirements. The department also processes zoning clearances, rezonings, and General Plan amendments when changes to land use regulations are proposed.


Subdivisions and Parcel Changes

The department reviews and processes subdivision maps, parcel maps, lot line adjustments, and lot mergers. These processes ensure that land divisions meet city standards and that infrastructure, access, and property boundaries are properly established.


Environmental Review (CEQA)

Planning staff coordinate environmental review for development projects under the California Environmental Quality Act (CEQA). This includes preparing or reviewing environmental studies, categorical exemptions, and environmental impact reports as required by state law.


Development Assistance

The Planning Department assists applicants through the development review process. Staff are available to answer questions, provide zoning information, and meet with applicants through pre-development meetings to discuss project requirements before formal applications are submitted.


Public Hearings and Appeals

Certain planning applications require review by the Planning Commission or City Council. The department coordinates public hearings and manages the appeals process for planning decisions.
